i see my site by when i want to change anything i give back problem such as server was unable to save the form and another error.

Hello Arnold,

You will have to upgrade to at least SharePoint Server 2013 Standard Edition before you can upgrade to SharePoint 2016 (take a look at https://social.technet.microsoft.com/wiki/contents/articles/25485.upgrade-from-sharepoint-foundation-2013-to-sharepoint-server-2013.aspx). 
I highly recoomend going for SharePoint 2019 instead of SharePoint 2016 if you can or better yet migrate to SharePoint Online and Office 365.

Unfortunetly, there is no direct migration path between SharePoint 2013 and SharePoint 2019 and the migration path is the one explained in this post.
Take a look at https://docs.microsoft.com/en-us/sharepoint/upgrade-and-update/upgrade-from-sharepoint2013-to-sharepointserver-2019 for additional information.

The upgrade process will show you some warning while you are attaching the content databases in the temporary SharePoint 2016 farm but none of these warnings should be upgrade blocking and you can then backup the content databases in the temporary farm and move them to the target SharePoint 2019 farm. 

In the SharePoint 2019 farm, you will have to deploy them (make sure the the custom developments are migrated and tested before this).
